Plant Inspection Services

The establishments certified by the Department of Fisheries (DOF) shall submit quality

control manual and HACCP Plan of each product to DOF.  All documents would be

checked by the DOF’s officers. The DOF would provide the establishment inspection

according to the type of product they requested at least once a year. The result of the

inspection could be classified by the number and the severity of the comments as critical

(C), serious (Se), major (M) and minor (N) as,

Definitions

Critical (C)   means a condition or practice which ;

(a) results in the production of a product that is unwholesome,

(b) presents a threat to the health and safety of the consumer , or 

(c) is not in accordance with Good Manufacturing Practice.             

Serious (Se) means a condition or practice which :

(a) prevents proper plant sanitation, and / or

(b) may result in the production of a tainted, decomposed or

unwholesome product, but which is not considered to be a Critical

deficiency.

 Major  (M)   means a condition or practice which :

(a) may inhibit general sanitation, and / or

(b) may result in the deterioration of product quality, but which is not

considered to be a Serious or Critical deficiency.

Minor (N)      means condition or practice which :  is not in accordance with the Good

Manufacturing Practice, but which is not considered to be a Major ,Serious or Critical

deficiency.  

NA                means Non Applicable

At the end of each plant inspection, the inspectors will conclude the inspection results and

inform the plant representatives on non-compliances found. An on-site report, using the

on-site inspection form, shall be submitted to the plant representatives on the inspection

date. Upon acknowledgement of the inspection results and agreed timeframe for

corrections, the plant shall submit a written corrective action plan to the respective FIQD

center within 7 working days for assessment.

Inspectors will identify all deficiencies found from inspection in checklist. Official reports

attached with the completed checklists are reviewed by the designated staff, usually head

of inspectors. The reviewed reports will then be signed by the Director of the inspection

office and forwarded to the establishment. Summary of the approval status will be reported

to the Director of FIQD monthly.

The official report will consist of summary report of findings, description of deficiencies

and non-compliances supporting with objective evidences, and request for corrective

actions within the agreed time-frame.

The corrective action plan is reviewed by the inspectors for justification. The plant will be

informed of the assessment result. A follow-up at processing to ensure proper corrective

actions may be required on a case-by-case basis. The plant status is reviewed and input into

FIQD computerised system.

The establishment of level 1 and 2, DOF officers will inspect at least once a year while the

establishment of level 1 and 2 DOF officers will inspect at least twice a year

DOF classifies the establishment by its type of product in 3 categories as frozen, canned

and traditional product processing establishment. The frequency of establishment

inspection would be classified by the level they have got from the GMP inspection result

which already based on risk analysis of each type of processing including type of product.

We have provided inspection as planned at least 1 full GMP & HACCP inspection per

year. Each Non-Compliance would be set as critical (C), serious (Se), major (M) and minor

(N). For example, the establishment classification would be level 2 (B grade) if they have

got 0 C, 1 Se, 6 or less M and 7 or less N.

The products of the certified establishments would be taken for analysis by DOF’s

laboratories to check all criteria (both Thai and importing country’s regulations) prior to

issue Health certificate every consignment. Some of them could be superior level

considered according to their inspection history and detail by these conditions as,

1. The establishment shall maintain its inspection result met the DOF standards 

2. continuously, and get at least level 2 of GMP inspection result, and,

3. No unsatisfactory product analysis result.

All category products from privilege plants level 2 are taken every 2 months and taken

every 3 months from privilege plants level 1.
