Plan activity I. 

          To train ASEAN scientists on the relevant diseases and other relevant pathogens to enable rapid differential diagnosis

          ASEAN members have different expertise in field of aquatic animal diseases. There is a need to improve knowledge of young scientists to reach a suitable level of disease diagnosis. The concerned aquatic diseases of the region as well as the list of diseases of international (OIE) concern have to be taken into account. ANAAHC will organize training courses for young ASEAN scientists to understand or have knowledge in diagnosis and detection technique for all relevant groups of diseases or pathogens of ASEAN concern and the international concerns of OIE.

          The ANAAHC will provide project proposals to seek for funding from international donor/agencies in order to hold a series of training workshops for ASEAN young scientists regarding the diagnosis and detection technique for finfish diseases, crustacean diseases and mollusk diseases. In the meantime, ANAAHC would also accept and cooperate with international agencies or government donor agencies to hold training workshops, seminars or symposia on aquatic animal diseases and to facilitate implementation of the TG among ASEAN members. Three different training workshops are targeted during the first three years (2008-2010).

Plan activity II. 
          Short term visit for diagnostic matters

          The ANAAHC will seek funding to support the activities to enable young scientists to obtain training on diagnostic matters at the ANAAHC laboratory in Bangkok. The activities will provide opportunities to scientists to work together with ANAAHC experts and use scientific equipment. Some ASEAN countries have not established National Reference Laboratory for Aquatic Diseases. However it is still important to build up diagnostic knowledge of scientists (fishery officers or veterinarian officers) who have been assigned to work at disease diagnosis laboratories. The knowledge or skill on disease diagnosis technique can be partly obtained from training workshops. However, working together with the experts at the ANAAHC for short-term visits for 2-3 months will help strengthen the scientists’ experience.

The ANAAHC will develop a project proposal to find funding for training the diagnosis of aquatic animal diseases. The activities will be conducted both in the ANAAHC and in participating countries.

Plan activity III. 
          To improve the facilities, maintaining staff expertise and strengthening capability of ANAAHC for serving ASEAN

          As the ANAAHC will be the ASEAN Reference Laboratory for Aquatic Animal Diseases there is a need to develop quality assurance for the testing results. Valid laboratory results are essential for accurate diagnosis. Such results may be achieved by the use of good management practices, valid test and calibration methods, proper techniques, quality control, and quality assurance, all working together within a quality system. These subjects comprise one complex area of critical importance in the conduct of testing and in the interpretation of test results. A quality management programme should enable the laboratory to demonstrate that it operates a viable quality system, is technically competent, and is able to generate technically valid results.

         The ANAAHC will therefore improve the quality system for test results for the acceptance of international standards such as the ISO/IEC (International Organization for Standardization/International Electrochemical Commission) International Standard 17025. The Thailand DOF will support the ANAAHC to achieve the ISO/IEC 17025 for major diseases of concern to ASEAN. Funds are also needed to improve facilities and maintain staff expertise at the ANAAHC. ANAAHC/AAHRI/DOF/ASEAN will work together to find funding support for scientific equipment and maintaining staff expertise at the ANAAHC. The DOF will ensure the support to reorganize the administrative infrastructure at AAHRI to reach the proposed contributions.
